Fire Protection Installation Tools Certificate
An accredited Safety Certificate from Saudi Civil Defense, proving your facility is equipped with the fire prevention and protection systems required to operate legally and safely. Delta Hashim handles the inspection, installation, and submission process end-to-end.
What is a Safety Certificate?
The Safety Certificate is an official document confirming that a building, facility, or workplace complies with the safety regulations set by Saudi Civil Defense. It verifies that fire extinguishers, alarm systems, sprinklers, emergency exits, and electrical safety measures are all installed and operational on site.
Holding the certificate means the facility has been inspected and approved by accredited safety experts, and that the business takes responsibility for providing a secure environment for everyone inside. Delta Hashim is a Civil Defense accredited safety partner authorised to install, inspect, and certify the systems required to obtain it.
Why You Need Safety Certification
The Safety Certificate isn't a paperwork exercise, it's how a facility proves it's safe to operate. The five points below are the most common reasons our clients prioritise getting it sorted.
Legal Compliance
Civil Defense requires every commercial and industrial facility in Saudi Arabia to hold a valid Safety Certificate before operating. Running without one risks fines, closure, and legal action.
Verified Fire Protection
The certificate confirms that alarms, sprinklers, extinguishers, and emergency systems on site are working, properly maintained, and compliant with current standards.
Insurance Approval
Insurance providers routinely require a current Safety Certificate before issuing or renewing policies, and often offer better rates to facilities that hold one.
Business Credibility
Customers, tenants, and partners check for the certificate as a quick signal of how seriously a business takes safety. It builds trust and opens doors.
People & Property Safety
A certified facility provides a safer environment for staff, visitors, and customers, and reduces the risk of fires, accidents, and emergencies that disrupt operations.
The 9-Step Process
Every Safety Certificate application follows the same sequence on the Salama portal. We manage the technical and administrative side; you only need to provide facility access for the inspections.
Salama Portal Registration
The facility owner registers the application on the Salama e-portal under the safety certificate service.
Submit Data & Documents
Facility details and all supporting documents are uploaded against the application before submission.
Preliminary Approval
Civil Defense reviews the application and grants preliminary approval if the initial data is in order.
Verification Code Issued
The system issues a verification code, which the facility passes to its accredited engineering / safety partner.
Safety Company Pulls the File
The safety company retrieves the application using the request number and verification code, then completes the technical inputs.
On-Site Preparation
The accredited safety partner visits the facility, brings everything to compliance, and issues the technical certification.
Inspection Date Scheduled
Civil Defense sets the official inspection date through the Salama system based on availability.
Official Inspection
The Civil Defense inspection team visits the facility and completes the inspection form directly in the system.
Final Approval & Print
Once approved, the facility is notified and the Safety Certificate is printed electronically from the portal.
How Long the Certificate Stays Valid
The validity period depends on facility type and licensed activity. Renewal should always start before expiry, leaving it late risks penalties and disruption to operations.
Temporary Activities
Short-term operations, seasonal venues, and temporary commercial activities.
Medium Commercial Facilities
Standard commercial buildings, retail outlets, mid-size offices, and similar facilities.
Large Projects
Industrial companies, factories, large warehouses, and major project sites.
Safety Certificate for Shops
The Civil Defense Safety Certificate for shops confirms that a commercial outlet meets all fire prevention and safety standards. Requirements vary based on the type, size, and nature of the activity, but every shop needs to meet the basics on the right.
We supply, install, and certify the equipment, and handle the application on the Salama platform from start to finish, so retail operators can focus on running the business.

Your Unique Civil Defense Identifier
The safety permit number is a unique identifier issued by the Civil Defense Directorate to facilities that meet all safety requirements. It confirms the site is equipped with smoke detectors, extinguishing systems, and early warning devices. The number is typically generated after an accredited safety company installs the required equipment and submits its certification report to Civil Defense.

What is a Safety Certificate?
A Safety Certificate is an official document issued by the Saudi Civil Defense authority confirming that a facility complies with all required safety and fire-protection standards. It's legally required when constructing or modifying a building, and inspectors verify on-site compliance before issuance.
Why is the Safety Certificate important?
It confirms the facility is prepared for emergencies, protects employees and visitors, demonstrates legal compliance, and builds trust with clients, partners, and insurers. Many activities require an active certificate to operate at all.
Where can I find my safety permit number?
The safety permit number is issued through the Salama portal. If it isn't showing, the Civil Defense license may need to be renewed first, or the installation certificate number for fire prevention and safety equipment can be used as a substitute when needed on the Balady platform.
How long is a Safety Certificate valid?
Validity depends on the facility type. Some temporary activities are issued for one year, medium commercial facilities for three years, and large industrial projects for five years. Renewal should always begin before the existing certificate expires to avoid penalties.
